甲方基于下文所列各种因素，特与乙方达成了协议并一致同意：由甲方在订约日期之翌日起_____天之内为乙方建造并完成_____（涉约建筑）。涉约建筑之规模及所需的钢筋、水泥、砖块、石子和其它建筑材料之数量，均在作为附件的设计图和施工细则中予以说明。

玉树州水务局将玉树县0.4～10线路工程承包给青海省水利水电工程局有限责任公司施工，为保证该工程按期、保质完成，明确双方职责，经协商，双方达成如下协议。

第一条工程概况：0.4～10线路工程、变台安装及下户线路安装

一、工程名称：玉树县禅古新社区水利配套基础设施(供电)工程

二、工程内容：0.4～10线路工程、变台安装及下户线路安装工程

三、工程地点：玉树县

四、设计单位：青海省

第四条甲方工作

一、施工场地具备开工条件和完成相应土地政策性划拨，给施工单位提供施工的便利条件。

二、甲方负责组织相关部门，对工程实施监督，对质量不合格工程，有权责令乙方返工，直至合格为止。

三、开、竣工时间由甲方确定。

四、负责向乙方提供工程施工图及施工变更单，组织设计部门及乙方对工程施工图进行施工前会审，技术交底。

五、甲方可向施工项目部在本地区提供生活费和材料及机械使用费。

第五条乙方工作

一按照国家电力工程质量验评标准，担负玉树县结古镇禅古新村建设0.4～10线路工程、变台安装及下户线路安装施工任务。
