一、努力提高“双语”学习培训组织领导

(一)为切实提高教师的综合素质，增强与少数民族群众沟通和为民服务的能力，学校就如何提高教师的“双语”应用能力问题进行了探讨，提出了一些切实可行的方法，从而使教师的“双语”应用能力有较大程度的提高。

(二)领导带头学，做好示范带动。学校制定了领导干部“双语”学习周期，从而促使领导干部自我加压，提高学习“双语”的紧迫感和自觉性。

二、实施“双语”学习培训工作的主要措施

(一)针对干部“双语”基础不同，采取“对症下药”方式 一是请有一定基础的少数民族教师到学校对全体教师进行培训学习，采取“引、促、教”的方式，“引”就是引导其运用正确的发音，正确的语法进行听、说练习;“促”就是督促其每天会话、交流，促其与少数民族学生沟通、交流;“教”就是让口语表达强的教师在“双语”课堂上对全体教师进行强化练习。二是针对能听懂“双语”但表达困难的教师，鼓励他们多用“双语”交流，多听、多说、多问。

(二)每周三下午是教师业务学习时间，利用隔周三下午开展“双语”课堂。“双语”课堂时间也可以抽调一名发音准确的少数民族学生负责“双语”会话，每堂课上每名教师必须进行“双语”会话，每周要熟记五个单词一句话，每月底进行一次“双语”测试。

(三)开展“1 1” 结对帮扶学，提高学习的实效性。每位教师找一名少数民族学生结对，形成“双语”学习互助组，教师负责提高少数民族学生的学习成绩，少数民族学生负责提高教师的维语水平，在学习和生活中互相学习语言，在互帮互助中共同取得进步。

(四)利用学校广播对全体师生进行每周一句维语训练。

三、加强“双语”学习培训考核制度

为了保障双语学习的顺利开展，我们将对教师的双语水平进行考核。利用奖惩制度促学，变“要我学”为“我要学”。把自学与集中学结合起来;把学习效果与考核、考评结合起来。定期或不定期的组织教师进行“双语”测试，测试主要以日常会话和工作、生活用语为重点，对于考核不合格的，限期进行补考，连续两次不合格的，给予通报批评。通过制定“双语”学习奖罚制度，进一步增强教师学习“双语”的紧迫感和危机感。
