根据《中华人民共和国民法典》、《中华人民共和国安全生产法》《中华人民共和国环保法》以及国家其它有关安全生产管理的法律、法规及标准，《油水井常规作业施工工程项目服务协议》(以下简称“主协议”)中的甲乙双方按照平等互利、协商一致的原则，就主协议中的安全生产事项订立本协议如下：

1.定义及解释

1.1违约、违规、违章：指安全协议当事人违反安全法律法规，违反安全规定、标准，违反安全规章的行为。

1.2事故：指在安全协议规定的范围内，由于当事人责任或不可抗力造成的停工、有关财产、经济损失和人员伤亡事件。

1.3不可抗力：指协议当事人不能预见、不能避免并不能克服的客观情况，包括地震、水灾、雷击、雪灾、风灾等自然事件以及战争、罢工、当事人之外的破坏行为等社会事件。

2.4.1 油井检换泵常规作业基本内容：起出杆、管、泵，更换损坏部件，重新按设计要求下入管、杆、泵，使油井恢复正常生产。

2.4.2 水井常规作业基本内容：起出原井管柱检查，更换损坏工具，重新按设计要求下入完井管柱，磁性定位合格后憋压释放封隔器，交井恢复生产。

油井：严格按照设计标准施工，憋压合格。

3.双方的权利义务

3.1甲方的权利

3.1.1有权要求乙方根据工程项目情况编制hse“两书一表”、严格执行安全生产、环境保护法规、标准，遵守油公司的安全生产、环境保护规章制度，制定事故防范措施和事故应急预案控制危险点源。

3.1.2有权现场检查乙方的施工作业项目hse计划书和作业指导书落实执行情况。如发现存在重大隐患问题，有权停止其施工作业。

3.1.3有权要求乙方维护好各种安全卫生、环境保护设施和器材，对使用不符合健康、安全、环境保护规定的设备及器具有权要求其更换或停止使用。

3.1.4有权禁止未经安全教育或安全教育考试不合格的乙方人员上岗。有权要求更换、调整施工现场内身体条件和安全技能素质不具备岗位要求的乙方人员。

3.1.5有权对乙方的hse运行情况进行监督检查，对“三违行为”(违章指挥、违章作业、违反劳动纪律)有权制止和纠正，并按协议规定的条款视情节给予处罚。

3.1.6 有权要求乙方严格执行环境保护法律法规和标准。对由于乙方设备、设施或操作、管理等因素造成的各类环境污染事故，甲方有权要求乙方负赔偿责任。

3.1.7对乙方在施工作业过程中造成的环境污染或植被破坏，甲方有权要求乙方在项目验收前治理恢复，由此给甲
