我们乘车从机场来到了丽江新城，在一个旅馆里住下了，那天，我们没有去古城，只是站在窗边远远地眺望着那一幢幢的小房子。它们在夜幕下显得那么安静，不发出一丁点的声音;它们又是那么古朴，依稀看得见历史的足迹;它们还那么迷人，白墙黑瓦的古老小屋，远远望去，在高楼大厦之间显得那么得低矮，从窗户的玻璃后透出了油灯若明若暗的亮光，没过多少时间，灯渐渐熄了。

第二天，当东方露出了鱼肚白，晨曦的微光照耀着还没被唤醒的丽江古城，被稀薄的淡雾笼罩着的一切还是那么得宁静，只是偶尔有几阵微风吹得青草“哗哗”响，吹得小溪“丁冬”地流，吹得树叶“唰唰”地摇。一会儿工夫，太阳蹿上了高高的山头，古城也热闹起来了，家家户户都打开了“吱吱嘎嘎”响的木门，游客们也涌进了迷宫似的丽江古城。我也随着人群，随着一条潺潺流动的小溪，进入了古城。

今天，我们召开全县城中村改造动员大会，这标志着我县大规模的城中村改造工作开始正式启动。刚才，00县长和同志们做了很好的发言，我完全赞同，希望大家认真抓好贯彻落实。下面，我再强调四点意见。

一、正确把握形势

开展城中村改造工作，当前面临的形势是机遇与挑战并存，机遇大于挑战。从00的实际情况来看，当前开展城中村改造还面临一些突出问题，主要表现：一是任务繁重。全县三年内需改造的城中村有9个，市里给我们下达的任务是拆迁面积18万平方米，开工建设面积35万平方米，竣工面积28万平方米，投资4亿元。二是涉及面广。我县拟定的改造的9个城中村，涉及3万多人，今年需要拆迁改造的面积近40万平方米。三是情况复杂。其一是用地复杂。城中村内既有国有土地，也有集体土地，还有村民的宅基地;其二是房屋复杂。城中村内既有框架结构的住房，也有砖混结构的住房，既有平房、楼房，还有土坯房;其三是人员复杂。这一区域内的流动人口有十几万之巨，相当一部分都居住在城中村，由于流动人口的增多，加剧了治安管理的复杂性;其四

是管理混乱。由于城中村大多没有正规的物业管理，没有完善的基础设施，停水停电现象时有发生，卫生状况不容乐观，有的村垃圾成堆，污水横流，脏乱差现象十分严重。四是成本较高。由于城中村的房屋建设缺乏规划约束，普遍存在着建筑密度大的问题，为下步的拆迁改造增加了成本。这四个问题，是我们下步在城中村改造中将遇到的主要困难和挑战
